Add Moodle 3.10 versions (Moodle and Workplace) information

Just creating this in advance so we can get some good CI jobs running this experimental week. It's exactly the same than the previous 3.9 merge request but updated to 3.10.

Normally this is dones part of the release tasks, that is when we create the new branches. Just we are branching for 3.10 earlier.
