Note I'm doing only master (39) now. If everything goes ok, will prepare another patch for 38.

Only question I'm not sure is if we should keep some of the jobs using the, now, intermediate, php73 (because everything will bump to php74 - highest). Maybe we can keep MySQL running intermediate? or lowest/highest will be enough?

Now master (39) can run php74
